Summary
As one of the consortium’s first projects, the team is developing an Evidence Guide for digital health technology investment in low-resource settings. Despite growing investment in digital health across Asia Pacific, evidence on what works and how to implement it effectively in resource-constrained settings remains limited, and existing frameworks and tools are largely built around high-income systems or too generic to account for the real constraints researchers and decision-makers face where system capacity is weaker. This project was developed to address that gap, providing practical, context-sensitive guidance that reflects the realities of low-resource settings.
The guide will set out what counts as value across different groups of digital health technologies, and recommendations on generating evidence in low-resource settings. Together these are intended to give countries a common reference on the evidence needed to decide whether to adopt digital health technology into a public programme considering limited resources, which they can then adapt to their own settings. The guide is being developed through evidence reviews, an expert advisory group, a Delphi consensus process, and user testing with prospective users, and is expected to be published at the end of 2027.
