The Asia Pacific Observatory on Health Systems and Policies (APO) is a collaborative partnership of interested governments, international agencies, foundations, and researchers that promotes evidence-informed health system policy regionally and in all countries in the Asia Pacific region.[1] A bi-regional World Health Organisation (WHO) initiative covering 48 countries and areas across the South-East Asia and Western Pacific regions, the APO works with over 50 leading health policy and systems research institutions to foster shared thematic priorities and promote cross-country learning in support of evidence-informed policymaking.¹ Its outputs span Health System in Transition Reviews, comparative country studies, policy briefs, and syntheses, all developed with and for the policymakers who use them.

In May 2025, the APO Board approved a consortium led by HITAP, together with the HIAS, Japan, PHARCI, Indonesia, MORU, Thailand, to serve as thematic partner on the Use of Digital Health Technologies and Data to Enhance Health System Outcomes, for a five-year period beginning 2025. The consortium brings together health policy research expertise, implementation research capacity, and regional policy experience across three countries in the Asia Pacific, with the shared aim of generating and translating evidence that is grounded in the realities of the settings where it is needed most.

The consortium’s work programme will be delivered over five years through a series of projects, knowledge products, and engagement activities on the topic. Projects are listed below.
