Project Associate
Responsibilities
- Plan and execute projects at HIU
- Develop workplans and strategic approach in consultation with HIU Head/Manager
- Collaborate, engage and coordinate with relevant groups to complete projects at HIU successfully
- Plan and manage finances related to project
- Conduct country and/or study visits and other activities as required
- Participate in and/or lead meetings related to relevant work and activities
- Provide support on HTA and/or health systems
- Understand the foundation and underlying processes of the topic of interest
- Deliver trainings on HTA or health systems
- Work closely with partners to prepare proposals, conduct analyses, write reports, and relevant outputs · Communicate and present findings of technical topics effectively to a variety of audiences in a clear manner
- Organise and facilitate country and/or study visits
- Plan for the visit to identify the scope and objectives, develop the agenda for the visit and identify persons involved
- Estimate the budget requirements and manage finances for the visit
- Coordinate with internal and external teams to plan for the visit
- Carry out logistical tasks such as travel packs, booking of flights and accommodation
- Complete relevant outputs from the visit such as reports, blogs and manuscripts in a timely manner
- Conduct an After-Action Review (AAR) to reflect on and learn from the experience of organising the visit · Facilitate the communication of the visit with internal and external partners
- Support monitoring and evaluation activities and contribute to reporting on activities
- Contribute to knowledge transfer and communications activities
- Develop productive relationships and promote collaboration to achieve the team’s objectives.

Requirements
- Bachelor or Master’s degree in Global Health, Public Health, Health Economics, Economics or related field
- Strong interest in working in the above fields and in low- and middle-income countries
- High proficiency in communication in written and spoken English
- Demonstrated ability to management time and the ability to prioritize tasks, including organized and systematic approach to plan and deliver work
- Ability to work effectively both independently and as part of a team
- Working knowledge of Microsoft office packages, particularly Word, Excel, and PowerPoint
- Ability and willingness to travel internationally

Health Economist (Open for Thai candidates)
Health Intervention and Technology Assessment Program (HITAP) was established in 2007 as a non-profit research organization which reports to the Bureau of Policy and Strategy, Office of the Permanent Secretary of the Ministry of Public Health, Thailand. HITAP’s main responsibility is to assess a range of health interventions and technologies, including pharmaceuticals, medical devices, clinical practices, individual and community health promotions, and disease prevention programs, as well as social health policy. HITAP aims to cultivate the public interest and motivate participation from all sectors in society in order to efficiently distribute and allocate the limited resources to fulfill its public objectives. Since 2012, HITAP recognizes the importance of working at the international level with the aim of empowering and providing practical lessons on the potential use of Health Technology Assessment (HTA) to support universal health coverage, especially in low and middle income countries. As a multi-disciplinary HTA organization, HITAP not only focuses on producing the highest standard of research, but also puts a high priority on knowledge translation and dissemination of our research findings to all stakeholders, for instance policy makers, health practitioners, the media, and the public both nationally and internationally.
We are recruiting a determined and well-rounded health economist who would like to be a part of a team that aims to help create knowledge that facilitate decisions to better society. Reporting to the Deputy Program Lead, the health economist will interact and collaborate with various stakeholders to create evidence that will help illustrate the value for money of a health innovation/program of interest from an economic perspective or the economic impact of health conditions and behaviours to health care system. This position will offer the successful candidate a challenging and rewards career in HTA and Health Economics (HE), an opportunity to work in a fast-paced environment with real-world application and impact.
KEY DUTIES & RESPONSIBILITIES:
- Collaborate, engage, and coordinate with relevant groups to complete assigned projects
- Design, conduct, and interpret health economics analyses using a variety of methods (e.g., statistical regression models, person-level cost-effectiveness analysis, decision analytical models or techniques, budget impact analysis, and other quantitative methodologies) based on the available data and question(s) of interest
- Research and understand the foundation and underlying processes of the topic area of interest
- Systematically review and critically appraise relevant literature and data sources
- Prepare findings for publications, presentations, or report (tailored to different audiences)
- Communicate and present findings effectively (both orally and in writing) to a variety of audiences in a clear manner
- Effectively manage projects and organize competing priorities in order to deliver projects within established time frames
- Identify areas of potential risk to project timelines and achievement of deliverables
- Coordinate research processes (e.g., grant submission, research ethics review)
- Maintain data and records pertaining to the analyses and communications in the projects
- Provide ongoing updates in issues related to various research guidelines and regulations (e.g., TCPS2, ORA, CADTH, HQO, NICE, etc.)
- Support other duties and tasks as required
Job-specific requirements and competencies:
- Graduate degree (minimum Masters) in Health Economics, Health Services Research, Health Technology Assessment or similar field
- Previous experience in Health Technology Assessment or Health Economics is preferred
- Fundamental understanding of epidemiology principles is an asset
- Robust knowledge of statistical analysis, quantitative analytical techniques, and economic analysis, including problem solving, and structured approaches to identifying solutions
- Technical proficiency in at least one of the following statistical software: SAS, STATA, Microsoft Excel, TreeAge, or R
- Value the importance of team

- Able to work independently with demonstrated initiative and self-direction

- Initiate new research projects, including development of proposals and protocols
- Apply advanced knowledge of research hypotheses in the development/initiation of research studies including setting research goals and objectives
- Design, conduct, and interpret research studies using a variety of research methods (e.g., statistical regression models, person-level cost-effectiveness analysis, decision analytical models or techniques, budget impact analysis, qualitative interviews, focus groups) based on question(s) of interest
- Ensure adequate quality control by setting standards, monitoring quality control results, and instituting appropriate steps to maintain standards
- Research and understand the foundation and underlying processes of the topic area of interest
- Systematically review and critically appraise relevant literature and research findings
- Prepare findings for publications, presentations, or report (tailored to different audiences) – responsible for academic output of research studies
- Communicate and present findings effectively (both orally and in writing) to a variety of audiences in a clear manner

Job-specific requirements and competencies:

International Cooperation Officer
HITAP International Unit (HIU) is established in 2014 with the aim of empowering and providing practical lessons on the potential use of the use of Health Technology Assessment (HTA) and priority-setting for Universal Health Coverage (UHC), especially in low- and middle-income countries (LMIC). From then on, HIU has collaborated with international partners, e.g. the Bill and Melinda Gates Foundation, Global Health and Development Group, Imperial College London, World Health Organization, and PATH, acting as a regional hub, helps countries build up their capacity on HTA. In order to expand its capacity to meet growing demands in providing support to country partners, HIU is currently looking for International Cooperation Officer who will contribute to and provide support and coordination to the cooperation between HIU and its international partners.
Key responsibilities:
- To monitor and make the progress report of HIU’s activities and deliverables under International Decision Support Initiative (iDSI)
- To lead knowledge transfer and exchange of information within HIU and iDSI network
- To cooperate with other international partners and funders on monitoring and evaluation of iDSI and other international grants
- To initiate and develops approaches and activities to facilitate international cooperation under HIU and its international partners
- To cooperate with International Communication Officer and iDSI partners on the production and public relations activities of HIU products and materials
- To assist the Head of HIU in administrative functions related to oral and written translation (in-house translator/interpreter), Thai-English
Description of duties:
- Monitoring and evaluation of HIU’s activities and deliverables under International Decision Support Initiative (iDSI)
- To work closely with iDSI partners and external evaluator (iTAID) to monitor the progress and evaluate the achievement of iDSI grant in order to improve HIU/iDSI performance and report back to iDSI funders i.e. BMGF and DFID.
- To lead monitoring and evaluation of HIU’s activities and deliverables under other international grants such as WHO, the World Bank, PATH etc.
- Knowledge transfer and exchange (KTE)
- To make a plan on KTE for HIU’s works within HITAP and its international networks
- To implement and evaluate the plan
- To advice head of HIU and leader of HITAP in KTE investment
- Facilitating international cooperation under HIU and its international partners
- To assist in building up, strengthening and maintaining an effective network of contacts within iDSI and international network
- To make plans and prepare logistics for organising workshops, training, study visits, trips, and others as assigned by Head of HIU
- To support HITAP and/or HIU Internship programs
- Supporting the production and public relations activities of HIU products and materials
- To work closely with HITAP communication team and iDSI partners to produce and promote HIU products and materials through different communication channels.
- Assisting the Head of HIU in administrative functions related to oral and written translation
- To perform written a translation of documents and texts including, but not limited to, HITAP/HIU rules and regulation, work manuals, letters, contracts, announcement, email communication etc.
- To perform oral translation (interpretation) during meetings, conferences, and HIU activities
- Other duties as assigned by the Head of HIU
